What are Build America Bonds? Are they still available to be purchased? If so, are they a good deal?

Build America Bonds are taxable securities issued during the Obama administration and were supported by a federal government subsidy.
Although this program no longer exists, there are some bonds issued in the past that are sometimes available in the marketplace but availability is extremely limited.
